摘要
善治是档案数据治理的总体目标,其蕴含着共建、共治、共享的深刻内涵,基于此,文章从档案数据治理涉及的四个主要维度,即主体、客体、手段、过程出发,通过分析各个维度特征,最终构建出包含协同合作能力、质量管控能力、技术应用能力、制度保障能力在内的“四位一体”档案数据治理能力体系,以明确档案数据治理目标与提升方向,力图实现档案数据治理效能最大化。
The overall goal of archival data governance is to achives good governance,which contains the profound connotation of common construction,common governance and sharing.Based on this,this paper starts from the four main dimensions involved in archival data governance,i.e.,subject,object,means and process,and by analyzing the characteristics of each dimension,we finally build a"four-inone"archival data governance capability system,including collaboration capability,quality control capability,technical application capability,and institutional guarantee capability,in order to clarify the objectives and improve the direction of archival data governance and to maximize the effectiveness of archival data governance.
