摘要
在城镇发展空间从做大增量向优化存量、约束边界和优化空间结构的转变中,城市工业用地在空间利用模式上如何应对是规划需探讨的一个课题。文章分析了当前内外部各种复杂因素对城市工业用地空间治理的影响,结合国内相关城市的实践探索,提出通过建立"政策保障、技术支撑、高效管理"等多维度空间治理机制,实现城市工业用地节约集约的完善路径。同时,结合赣州的实践进一步分析了城市工业用地盘活利用存量资源、实施"节地增效"的具体做法,以期为城市工业用地空间治理提供一些实践经验。
The utilization of industrial land has become an issue in planning as urban space development transfers from expansion to quality improvement,boundary restriction,and structural optimization.The paper analyzes the impact of internal and external factors on industrial land and space governance,learns experience from other cities,proposes a multi-dimensional spatial governance mechanism including policy insurance,technical support,high efficient management,and realizes a complete path of compact industrial land and space governance.It further analyzes the practice of Ganzhou city in resource activation,land conservation,and quality improvement of industrial land and space governance.
