摘要
新技术群发式突破与融合发展正将人类社会推进到一个全新的人工智能时代。智能技术的革命本性推动智能时代"政治"概念的革命。国家治理的智能化场景改变了"政治"的技术形象;以技术快速迭代为推动力的资本集聚的瞬变性、智能化塑造了个人能力的均等性,改变了生产关系和国家概念中的权利共享性;个人自由呈现出前所未有的公共性悖论;人类共同体概念在智能压迫下呈现出国家间愈加合作与竞争的二重性;智能主义政治向国家治理现代化提出更高要求。
Mass breakthroughs and integrated development of new technologies are pushing human society into a new era of artificial intelligence. The revolutionary nature of intelligent technology promotes the revolution of the concept of “politics” in the intelligent age. The intelligent scenario of national governance has changed the technical image of “politics”. The transitivity of capital agglomeration driven by rapid technological iteration and the equalization of individual ability under the shape of intelligence change the relations of production and the sharing of rights in the concept of state. Individual freedom presents unprecedented public paradox. Under the pressure of intelligence, the concept of human community presents the duality of cooperation and competition among countries. Intellectualism politics puts forward higher requirements for the modernization of national governance.
