摘要
PPP项目中的商业模式创新行为受项目公司面子顾虑的影响,而不同项目获取途径下的这种影响是存在差异的。本文通过文献分析构建了以面子顾虑为自变量、商业模式创新行为为因变量、项目获取途径为调节变量的理论模型;采用情境模拟结合问卷调查的方式,收集到160组有效的实验数据;采用方差分析处理实验数据,对提出的理论模型进行实证检验。研究结果显示:①面子顾虑的三个维度(自我面子顾虑、他人面子顾虑和相互面子顾虑)均对商业模式创新行为具有显著正向影响;②项目获取途径的三方面(发起方式、采购方式及是否存在有意向的私人部门)对自我面子顾虑与商业模式创新行为之间的关系均起到显著的调节作用,对他人面子顾虑、相互面子顾虑与商业模式创新行为之间关系的调节作用均不显著。在此基础上,本文为促进我国PPP项目商业模式创新提供3条策略建议。
The development of the PPP model in China conforms to the technology maturity curve and is currently at a low point,while business model innovation is the fundamental way for China′s PPP sustainable development at this stage.However,business model innovation is a difficult and risky process,often with high investment and slow returns.Besides project companies which can stabilize profits through user payments and/or government subsidies rarely take the initiative,resulting from the high failure rate of business model innovation.At the same time,some major stakeholders have to pay attention to face issues considering the multi-group attention effect due to the influence of traditional Chinese culture.Relevant research shows that the impact of face concerns on innovation behavior is often regulated by the environment of the exchange.In view of the diversified concluding ways of Chinese PPP projects at this stage,this paper will further explore the relationship among face concerns,the behavior of business model innovation and project access.In the first part,this paper studies the definition and dimension division of face concerns,and discusses the relationship between face concerns and innovation behaviors,as well as the moderating effect of project access on the relationship between psychology and behavior through literature analysis.A conceptual model is constructed with face concerns as the independent variable,behavior of business model innovation as the dependent variable and project access in PPP projects as the moderator variable.In the second part,this paper adopts the scenario simulation experiment,considering that there is no authoritative research conclusion on the business model innovation in PPP projects,at the same time,or recognized business model innovation case in Chinese practice.Firstly,it simulates the situation of business model innovation and project access.Secondly,considering the different research objects and backgrounds,the dimensions of face concerns is mapped from an enterprise into a PPP project and measured properly,while the measurement items of business model innovation behavior are obtained by adding and subtracting Scott and Bruce′s innovation behavior scale.Finally,160 groups of valid experimental data are collected through questionnaire distribution,and the experimental data is processed by analysis of variance to test the conceptual model in SPSS 21.0.In the third part,the results of the model test show that the three dimensions of face concern(self-face concern,other-face concern,mutual-face concern)have a significant positive impact on behavior of business model innovation;the moderating effect of the three aspects of project acquisition(initiation method,procurement method,and whether there is an intentional private sector)on the relationship between self-face concern and behavior of business model innovation is significant,but on the relationship among other-face concern,mutual-face concern and behavior of business model innovation are not significant.And then the results of the above research are fed back to practitioners and in-depth analysis is conducted.①Out of self-face concern,social capital innovates business model not only for economic profit,but also for enhancing its reputation and influence;out of other-face concern,social capital innovates business model is usually to satisfy the decent needs of government departments and maintain good cooperative relationship with government departments to obtain more cooperation opportunities;out of mutual-face concern,social capital innovates business model usually aimed at facilitating economic development,enhancing citizen welfare,and promoting its popularity.②Compared with the way initiated by government,the initiator has usually more subjective initiative,and more advantages in the integration of project life cycle information in the way launched by social capital.③Compared with the way of public bidding,social capital has more room and initiative to exert its own advantages by the means of competitive negotiation.④Compared with the situation where there is no intentional private sector,when there is an intentional private sector,the relationship between public and private is more profound.⑤Compared with self-face concern,social capital often suffers from a lack of capacity or relative impetus when innovating business models out of other-face concern and mutual-face concern.Therefore,project access does not play a significant moderating role.The fourth part provides three suggestions to promote the business model innovation of PPP projects in China.Firstly,the government should be committed to establishing a reputation-building and dissemination mechanism for social capital′s business model innovation.Secondly,governments at all levels need to help social capital initiate PPP projects.Thirdly,government departments can adopt appropriate business model innovation incentive strategies based on different procurement methods and whether there is an intentional private sector.
