摘要
随着互联网及数字技术的飞速发展,各国纷纷将技术创新成果应用于实体经济的各个领域,掀起了以数字经济为核心的第四次全球化浪潮。作为数字经济重要产物的数字贸易,日益引起各国的广泛关注,但是数字贸易在改变甚至重塑当今贸易格局的同时,一系列的新型贸易限制措施却在不断强化对数字贸易的规制。基于此,本文对数字贸易壁垒的类型、特征及影响进行分析。从关税壁垒及非关税壁垒的角度对现行数字贸易壁垒进行阐述,并总结数字贸易壁垒带来的影响。本文的研究为有效识别与应对数字贸易壁垒提供了理论依据。
With the rapid development of the Internet and digital technology,many countries have applied the achievements of technological innovation to various fields of the real economy,setting off the fourth wave of globalization with the digital economy as the core.As an important product of digital economy,digital trade has attracted more and more attention from all over the world,but while digital trade is changing or even reshaping today’s trade landscape,a series of new trade restrictions are constantly strengthening the regulation of digital trade.Based on this,this study analyzes the types,characteristics and impact of digital trade barriers.This paper expounds the current digital trade barriers from the perspective of tariff barriers and non-tariff barriers,and summarizes the impact of digital trade barriers.The research of this research provides a theoretical basis for effectively identifying and dealing with digital trade barriers.
