摘要
小水电是重要的可再生资源,在保障国家经济社会发展和改善人民群众生活质量,解决无电缺电地区人口用电,促进江河治理、生态改善、环境保护、地方社会经济发展等方面,发挥着重要作用。但也存在着无序发展、过度开发且缺少有效监管、环境保护标准不明确、推出评估机制不健全等问题。本文通过对美国、瑞士小水电发展情况的具体剖析,总结其小水电转型发展的主要做法,提炼出可借鉴的启示建议,以期为我国小水电绿色发展提供支撑。
Small hydropower is an important renewable resource. It plays an important role in ensuring national economic and social development and improving people’s quality of life. It is also essential for guaranteeing power consumption for areas without electricity and suffering power shortage. Moreover, it serves to improve river governance, ecological improvement, environmental protection and local social and economic development. However, there are also some problems, such as disorderly development, over development and lack of effective supervision, unclear environmental protection standards, and imperfect launch and evaluation mechanisms. Through the specific analysis of the development of small hydropower in the United States and Switzerland, this paper summarizes the main practices of their small hydropower transformation and development, and proposes enlightenment and recommendations in order to provide reference and support for the green development of small hydropower in China.
