摘要
为了从制度层面优化公共数字文化均衡化发展策略,缓解公共数字文化发展失衡现象,运用文献调查法和网络调查法,总结公共数字文化均衡发展的制度建设和实践成果,同时运用专家访谈法,从财政投入、腋务标准、资源建设、供需对接和人才队伍等维度分析目前公共数字文化均衡化发展存在的困境。并从完善财政补贴制度、加强公共数学文化服务标准制度建设、细化资源建设标准、落实需求引导机制和细化人才培养制度等方面提出相应的制度优化措施。
In order to optimize strategy for the balanced development of public digital culture from the institutional level,and alleviate the imbalance in the development of public digital culture,the article uses literature survey and network survey methods to summarize the construction and practical results of the balanced development of public digital culture,and uses the expert interview method to analyze the current dilemmas in the balanced development of public digital culture from these dimensions:capital investment,service standards,resource construction,supply and demand docking,and staff,and puts forward corresponding system optimization measures in terms of improving the financial input sharing system,strengthening the construction of public digital cultural service standard system,refining resource construction standards,implementing the demand guidance mechanism,and refining the talent training system.
