摘要
以上海市中心城区两座排水泵站的改造实践为例,说明泵站改造不能仅局限于满足市政排水设施功能,而应践行新发展理念,以提升人民群众获得感和满意度为目标。可根据泵站功能类型设定不同的提升获得感目标。雨水泵站运行时间有限,可结合周边地块需求及泵站实际情况,将封闭的市政设施改造成开放共享的泵站公园。污水泵站一般需全年运行,且具有一定的专业危险性(如臭气等),可不考虑开放,但应从周边居民嗅觉、视觉等感官度提升方面着手,尽可能消除邻避效应。
Taking the reconstruction practice of two drainage pumping stations in the central city of Shanghai as an example,the reconstruction of pumping stations should not only be limited to satisfy the functions of municipal drainage facilities,but also implement the new development concepts in order to enhance the people's sense of acquisition and satisfaction.According to the function type of the pumping station,the different goals can be set to enhance the sense of acquisition.The operation time of rainwater pumping station is limited.Therefore,the enclosed municipal facilities can be transformed into an open and shared pumping station park according to the needs of the surroundings and the actual conditions of the pumping station.Sewage pumping stations are generally required to operate throughout the year,and there are certain special hazards(such as bad smell,etc.).It may be considered not to open to the public,but the NIMBY effect should be eliminated as soon as possible from the improvement of the sense organs of smell and vision of the surrounding residents.
