摘要
[目的/意义]高校科技成果转化工作愈发受到重视,当前大部分高校成果管理工作面临着待管理专利数量巨大、涉及技术领域复杂多样、对人员综合能力素质要求高的问题,导致大量存量专利不能得到很好地挖掘与培育,需要一种简便有效的筛选潜在可转让专利的方法,以提升现有高校专利管理工作的效率。[方法/过程]本研究以2020年高校成果转让排行榜前四位的高校(清华、浙大、交大、同济)专利文献数据为基础,构建多个数据样本,并通过样本间的比较分析,最终确定5项与专利许可转让潜力较为密切的指标,并通过TOPSIS综合评价方法确定专利潜在可转化性的高低。[结果/结论]对多个不同样本的测试结果说明本研究所采用评价方法能够辅助高校科技成果管理人员进行潜在可转让专利的筛选工作。
[Purpose/significance]The transformation of scientific and technological achievements in colleges and universities has been paid more and more attention.At present,most achievements management in colleges and universities is faced with the problems of huge number of patents to be managed,complicated and diverse technical fields,and high requirements for comprehensive ability and quality of personnel,resulting in a large number of stock patents can not be well mined and cultivated.Therefore,a simple and effective method of screening potential transferable patents is needed to improve the efficiency of patent management in colleges and universities.[Method/process]Based on the patent literature data of the top four universities(Tsinghua University,Zhejiang University,Jiaotong University and Tongji University)in the ranking of university achievement transfer in 2020,this study constructed multiple data samples,and determined five indicators closely related to patent license transfer potential through comparative analysis among samples.TOPSIS comprehensive evaluation method is used to determine the potential transformability of patent.[Result/conclusion]The test results of several different samples show that the evaluation method adopted in this study can assist the managers of scientific and technological achievements in universities to screen potential transferable patents.
