摘要
[目的/意义]从整体的角度解析突发公共卫生事件信息协同过程,为监管部门在突发公共卫生事件信息协同问题的解决提供科学有效的指导和参考,有利于提升应急管理能力和效率。[方法/过程]以协同治理理论和信息生态理论作为研究的理论基础,构建突发公共卫生事件信息协同要素体系,并将模糊集理论和DEMATEL方法相结合进行关键要素的识别。[结果/结论]清晰构建了突发公共卫生事件信息协同过程模型,识别出信息协同的13项关键要素,解析了要素之间相互关系,为突发公共卫生事件的应急管理中如何提高信息协同效率,如何解决信息不对称等一系列问题提供了一定的研究基础。
[Purpose/significance]Analyze the information coordination process of public health emergencies from a holistic perspective,and provide scientific and effective guidance and reference for the regulatory agencies in solving public health emergencies information coordination problems,which is conducive to improving emergency management capabilities and effectiveness.[Method/process]Based on the theory of collaborative governance and information ecology,construct a system of information synergy elements for public health emergencies,and combine fuzzy set theory with DEMATEL method to identify key elements.[Result/conclusion]A clear construction of the information coordination process model for public health emergencies,identification of thirteen key elements of information collaboration,analysis of the interrelationships between the elements,and how to improve information in the emergency management of public health emergencies coordination efficiency,how to solve a series of problems such as information asymmetry provide a certain research foundation.
