摘要
目的 探究引进体育社会组织入中小学校,以推进学校体育的高质量和健康可持续发展的现实困境。方法 文献资料法、数据统计法和逻辑分析法。结果 体育社会组织进校园相关政策法规尚未健全,执行部门尚未形成合力;风险控制缺乏保障,责权范围出现交叉;体育课时挤压不足,体育社会组织难融入;体育社会组织对政府依附性较强,自身发展能力有限。结论 健立健全有关政策法规,基层部门落实执行效果;搭建科学引进机制,明晰责权各尽其力;融入“嵌入式”治理方案,提升体教互动效果;加快体育社会组织转型改革步伐,稳步推动体育服务实施。
Objective To explore the practical dilemma of introducing sports social organisations into primary and secondary schools in order to promote high quality and healthy sustainable development of school sport. Methods Literature, data and statistics and logical analysis. Results Policies and regulations related to the introduction of sports social organisations into schools are not yet sound, and the implementation departments have not yet formed a synergy. Risk control is not guaranteed, and the scope of responsibilities and powers are crossed. Insufficient squeezing of physical education class time makes it difficult for sports social organisations to integrate.Sports social organisations are more dependent on the government, and their own development capacity is limited. Conclusion The government has not yet established sound policies and regulations, and the grassroots departments have implemented the implementation effect. Set up a scientific introduction mechanism, and clarify the responsibilities and powers of each to do their part. Integrate "embedded" governance programmes, and enhance the effect of interaction between sports and education. Accelerate the pace of transformation and reform of sports social organisations, and steadily promote the implementation of sports services.
