摘要
黄河流域是我国北方重要的生态屏障和经济带,流域内能源资源丰富,是我国重要的能源基地,黄河流域高质量发展对于缩小我国南方和北方经济差距具有重要作用。但是,黄河流域长期以重化工业为主导产业,传统产业占比大、产业结构不协调、创新能力弱等问题成为限制流域高质量发展的重要因素。在环保监管趋严、生态压力愈加显著的背景之下,产业生态化转型成为推动黄河流域高质量发展的重要途径。从产业生态化的一般逻辑理论出发,论述黄河流域产业生态化的逻辑机理,从农业、工业和服务业角度探讨了流域产业生态化的具体路径,并提出了推动产业生态化的政策和建议:完善黄河流域产业生态化转型的配套政策措施、加快培育黄河流域产业生态化转型的新动能、打造黄河流域高质量的生态项目、完善黄河流域产业生态化转型的碳排放权交易制度、提升黄河流域产业生态化转型的生态碳汇能力。
The Yellow River Basin is an important ecological barrier and economic belt in north China.The Yellow River Basin is rich in en⁃ergy resources and is an important energy base in China.The high⁃quality development of the Yellow River Basin plays an important role in narrowing the economic gap between north and south China.However,the heavy and chemical industries have long been the leading indus⁃tries in the Yellow River Basin and the problems such as the large proportion of traditional industries,the disharmony of industrial structure and the weak innovation ability have become important factors restricting the high⁃quality development of the basin.Under the background of stricter environmental regulation and more significant ecological pressure,industrial ecological transformation has become an important way to promote high⁃quality development of river basins.Based on the general logic theory of industrial ecologicalization,this paper discussed the logical mechanism of industrial ecologicalization in the Yellow River Basin,discussed the specific path of industrial ecologicalization in the Yellow River Basin from the perspectives of agriculture,industry and service industry and put forward the following policy suggestions on pro⁃moting industrial ecologicalization of improving supporting policies and measures for industrial ecological transformation in the Yellow River Basin,accelerating the cultivation of new driving forces for industrial ecological transformation in the Yellow River Basin,creating high⁃quali⁃ty ecological projects in the Yellow River Basin,improving the carbon emission trading system for industrial ecological transformation in the Yellow River Basin and enhancing the ecological carbon sink capacity of industrial ecological transformation in the Yellow River Basin.
