摘要
资源型城市大多存在产业结构单一、非资源类产业基础薄弱等问题,转型过程中的不确定因素也使转型评价难度增大。结合TOPSIS和灰色关联构建城市转型评价模型,通过灰色关联相对贴近度测度城市转型的现有水平和理想水平间的接近度。采用TOPSIS-灰色关联法对淮南市2010—2019年的转型水平开展实证研究。结果表明:总体转型水平呈缓慢提升趋势;环境质量和资源利用子系统协调发展对转型作用明显;经济效益、民生改善、创新发展持续增长为整体转型稳定性提供保障;清洁能源和可再生资源开发、资源优化配置、民生福祉优化、创新驱动加强等将成为资源型城市转型升级的关键途径。
Most resource-based cities have problems such as single industrial structure and weak foundation of non-resource industries,which increase the pressure of transformation.The uncertain factors in the transformation process also make the transformation evaluation more difficult.Evaluation model of urban transformation is constructed by combining TOPSIS concept and grey correlation method,and indirect proximity of existing and ideal levels of urban transformation is measured by relative closeness degree of grey correlation.TOPSIS-grey correlation method is used to carry out empirical study on the transformation level of Huainan City from 2010 to 2019.The results show that the overall transformation level is slowly increasing.The coordinated development of environmental quality and resource utilization subsystems plays a significant role in transformation.The sustained growth of economic efficiency,improvement of people’s livelihood and innovative development guarantees the stability of the overall transformation system.The development of clean energy and renewable resources,optimal allocation of resources,optimization of people’s livelihood and welfare,and innovation-driven strength become key ways for resource-based cities to transform and upgrade.
