摘要
对黄河流域防汛智能化进行了初步探讨,结合黄河流域防汛信息化现状,梳理了存在问题,按照“十四五”规划纲要中“构建智慧水利体系,以流域为单元提升水情测报和智能调度能力”的相关要求,研究提出了黄河流域防汛智能化在水旱灾害防御工作中的定位、建设目标和原则,以及黄河防汛智能化体系的建设构想,包括总体架构、防汛监测感知、防汛通信网络、防汛计算存储设施、防汛支撑平台和水旱灾害防御智能应用等。结合建设构想和业务实际提出了关键技术研究,并展望了黄河防汛智能化愿景。
This paper makes a preliminary discussion on the intelligentization of flood prevention in the Yellow River Basin,combs the existing problems in combination with the current situation of flood prevention informatization in the Yellow River Basin,and studies and puts forward the positioning,construction objectives and principles,as well as the construction concept of the intelligent flood prevention system of the Yellow River,including the overall architecture,flood prevention monitoring and perception,flood prevention communication network,flood prevention calculation and storage facilities,flood prevention support platform and intelligent application of flood and drought disaster prevention in the Yellow River Basin in flood and drought disaster prevention according to the relevant requirements of"building a smart water conservancy system and taking the basin as a unit to improve the ability of water regime prediction and intelligent dispatching"in the outline of the"14th Five-Year Plan".Combined with the construction concept and business practice,this paper puts forward the research on key technologies,and looks forward to the vision of intelligent flood prevention of the Yellow River.
