摘要
应急管理治理主体在应急管理实践中暴露的矛盾现象,反映了应急管理主体责任体系在确责、履责和问责环节的建设不足。基于治理理论,梳理了政府、企业、社会组织和公民在应急管理中的基本责任;基于管理机制理论,厘清了四类典型突发事件中各管理主体的主要分工和责任,明确了应急管理履责机制分析框架。通过分析问责制度的问责依据、对象、流程和原则,提出各个环节有待解决的问题。最后针对确责、履责和问责3个环节提出了构建应急管理治理责任体系、完善常态化全流程风险监控、健全纠错容错机制和问责追责机制等建议。
The contradictions exposed by the governance subjects of emergency management in the practice of emergency management reflect the insufficient construction of the responsibility system of confirmation,performance and accountability.Based on the governance theory,this research sorted out the basic responsibilities of the government,enterprises,social organizations and citizens in emergency management.Based on the management mechanism theory,the assignment of responsibilities of each management subject in the four typical emergencies were clarified,and the analysis framework of the emergency management responsibility performance mechanism was proposed.By analyzing the law basis,object,process and principle of the accountability system,the problems in each link were put forward.Finally,for the responsibility confirmation,responsibility performance and accountability,suggestions were put forward,such as building an emergency management governance responsibility system,improving the normalized whole-process risk monitoring,improving the error correction and fault tolerance mechanism,and the accountability mechanism.
