教师数字素养及其培育路径研究——基于欧盟七个教师数字素养框架的比较分析 被引量:109

Research on Teachers’ Digital Literacy and Its Cultivation Path: A Comparative Analysis Based on the Seven Digital Literacy Frameworks for Teachers in the European Union

摘要 数字技术越来越成为教育变革的重要驱动力量,数字素养作为未来教师的核心素养,欧盟及其成员国对其进行了比较深入的研究与探索实践,已发行七个具有代表性和影响力的教师数字素养框架。经分析,七个教师数字素养框架的核心构成要素为:数字化教学、数字化内容创造、数字化交流协作、数字化安全、数字化评估。为推进教师数字素养框架的落地,欧盟及其成员国积极探索培育路径,提出完善数字化新基建、提供融合数字技术的多样化培训项目、构建数字化学习共同体、加强数字科技伦理和法律规范建设以及开发数字化评估工具与标准。欧盟及其成员国教师数字素养框架的多维立体结构、发展进阶模型及其开发的自我评估工具,为不同利益相关者制定专业化教师数字素养框架提供了基本参照,为其他国家(地区)建立联动式教师数字素养培养和培训体系提供了基本遵循,为国际社会构建高性能数字教育新生态提供了现实指导。 Digital technology has increasingly become an important driving force for educational reforms.Digital literacy is the core literacy for future teachers.The European Union and its member states have conducted more in-depth research and exploration practices,and have issued seven representative and influential teacher literacy frameworks.The analysis shows that the core components of the seven teacher digital literacy frameworks include:digital teaching,digital content creation,digital communication and collaboration,digital security,and digital assessment.In order to promote the implementation of the digital literacy framework for teachers,the EU and its member states actively explore cultivation paths:perfecting new digital infrastructure,providing diversified training programs that integrate digital technology,building a digital learning community,strengthening digital technology ethics and legal norms,and developing digitalization evaluation tools and standards.The multi-dimensional structure,advanced development model and self-assessment tools of teachers’ digital literacy framework in EU and its member states provide a basic reference for different stake holders to formulate professional teachers’ digital literacy framework,provide basic guidance for other countries (regions) to establish a linkage teacher digital literacy training system,and provide practical guidance for the international community to build a new ecology of high-performance digital education.
