摘要
高质量发展背景下,我国知识产权事业发展面临着机遇和挑战,知识产权立法面临着重大的建设和调整空间。新疆需要采取“最优保护”的立法目标导向,通过制定综合性地方性法规《新疆知识产权促进条例》,加强涉农地理标志保护规章建设,健全和落实专利权保护配套规章建设,修订非物质文化遗产保护立法,出台新疆物种资源保护立法等,形成内容完整严密、结构合理并具有地域性、超前性的知识产权地方保护体系,合理适度地保护新疆区域创新能力和丰富的传统文化、传统知识,培育新疆高质量发展新动能。
Under the background of high-quality development,China's intellectual property development is facing opportunities and challenges,and intellectual property legislation is facing significant construction and adjustment space.Xinjiang needs to adopt the legislative goal orientation of“optimal protection”,strengthen the construction of regulations on the protection of agricultural geographical indications,improve and implement the construction of supporting regulations for patent protection,revise the legislation on the protection of intangible cultural heritage,and issue the legislation on the protection of species resources,so as to form a regional and advanced local intellectual property protection system with complete&rigorous contend and reasonable struture,reasonably and appropriately protect Xinjiang's regional innovation ability and rich traditional culture and traditional knowledge,and cultivate new drivers of high-quality development in Xinjiang.
