摘要 随着港口建设的不断发展,相近区域港口间腹地重合,同质化竞争以及结构性的产能过剩等问题日益显现。为了正确认识港口各货类生产运营的特点,进一步明确港口的功能定位和发展方向,优化资源配置,综合考虑港口分货类的生产能力、作业能力和发展潜力,提出了港口分货类竞争力概念及评价指标体系,并采用组合赋权-TOPSIS(technique for order preference by similarity to an ideal solution)法对港口分货类竞争力进行评价。最后,通过算例对评价体系和方法进行了验证。结果表明:同一港口对各货类的竞争力不同,各货类的竞争力与港口对该货种的生产能力、作业能力和发展潜力密切相关。评价结果与实际基本吻合,具有客观、有效及实用等优点,可为港口资源整合和港口集团决策提供理论依据。 With the rapid development of ports,a large number of hinterlands are overlapped,which results in such significant problems as serious competition between adjacent ports as well as surplus production capacity.In order to understand the characteristics of the port operation process under different cargo types,further clarify the port positioning and development direction,and optimize resource allocation,the concept of port competitiveness under different cargo types was proposed with a comprehensive consideration of the production capacity,operation capacity and development potential.Moreover,an evaluation index system combined with the combinatorial weighted-technique for order preference by similarity to an ideal solution(TOPSIS)method was developed and used to evaluate the port competitiveness under different cargo types.The proposed evaluation system and methods were verified based on a case study.The results show that the port competitiveness is varying under different cargo types,which is closely related to the port production capacity,operation capacity,and development potential to different cargo types.The evaluation result is consistent with the realistic practice,and has the advantages of being objective,effective and practical,which can provide a theoretical foundation for port integration.
