摘要
共享单车所具有的社会价值、经济价值和环境价值已逐渐被社会认可,但其监管方面仍有待深入探讨。文章从多中心治理理论视角入手,提出并阐述“多元协同监管模式”的基本内涵,从多元共治模式的主体界定、运行机制、制度保障三个方面入手,探索“政府监管、企业自主、民众监督”共同参与的立体监管实施对策。旨在以政府监管和市场竞争互补融合为指导思想,将共享单车这把双刃剑打磨成解决城市交通问题新利剑。
The social value,economic value and environmental value of shared bikes have been gradually recognized by the society,but its supervision still needs to be discussed in depth.From the perspective of polycentric governance theory,this paper puts forward and expounds the basic connotation of“pluralistic cooperative supervision mode”from three aspects:the definition of the subject,the operating mechanism and the system guarantee of the pluralistic co-governance model.To explore the implementation countermeasures of three-dimensional supervision with the joint participation of“government supervision,enterprise autonomy and public supervision”.The purpose of this paper is to sharpen the double-edged sword of sharing bicycles into a new sword to solve urban traffic problems under the guiding ideology of the complementary integration of government supervision and market competition.
