摘要
以2008年国际金融危机为界,中国从国际金融治理规则的被动接受者逐渐成为规则改革的主动参与者和执行者,逐渐进入国际金融治理机制的核心,并成为改革的积极推动者和重要贡献者。当前,国际金融治理改革呈现提高发展中国家的话语权和代表权、提升全球金融治理能力、人民币国际化成为推动国际金融治理改革的重要力量等新趋势。美元本位制带来国际金融体系储备货币的天然缺陷、美元互换体系不断扩大挑战传统国际货币体系、数字货币出现及数字化金融治理作为国际金融治理新的内容,是我国参与国际金融治理面临的挑战。应推进人民币国际化新周期发展,提升金融治理制度能力;探索研究法定数字货币跨国治理框架;提升国内金融治理能力,增强金融竞争力;完善区域金融治理,创新国际金融治理机制;重塑国际金融治理改革规则,构建全球金融安全网,为国际金融治理贡献中国智慧和中国力量。
Participants and executors have gradually entered the core of the international financial governance mechanism,and have become active promoters and important contributors to reforms.At present,the reform of international financial governance is showing new trends such as increasing the voice and representation of developing countries,enhancing the capacity of global financial governance,and the internationalization of the RMB as an important force in promoting the reform of international financial governance.The U.S.dollar standard brings the natural defects of reserve currency in the international financial system,the continuous expansion of the U.S.dollar swap system challenges the traditional international monetary system,the emergence of digital currency and digital financial governance,as new contents of international financial governance,are challenges for my country to participate in international financial governance.In this regard,China should promote the development of the new cycle of RMB internationalization and enhance its financial governance system capabilities;explore and study the transnational governance framework of legal digital currency;improve domestic financial governance capabilities and enhance financial competitiveness;improve regional financial governance and innovate international financial governance mechanisms;Reshape the rules of international financial governance reform,build a global financial safety net,and contribute Chinese wisdom and Chinese strength to international financial governance.
