摘要
风险保障是农业保险的核心功能,提高农业保险保障水平是提升农业保险政策效果、推动农业保险高质量发展的必然要求。为评估中国农业保险保障核心功能的发挥程度,基于客观数据,对近年来中国农业保险保障的发展成就和存在问题进行分析和评价。研究发现,现阶段中国农业保险存在保额设定不科学、费率厘定不精准、承保理赔不规范、发展速度与产业转型不匹配、产品创新不足、补贴效能未能较好发挥等突出问题。对标农业保险高质量发展和农业产业发展的现实迫切要求,建议中国农业保险发展重点从加快推进农业保险风险区划工作、推动地方特色农产品保险扩面提标增品、提高科技支撑农业保险精细化和精准化水平、加速推进农业保险大灾基金建设、构建农业保险多元化和动态性补贴机制、提升农险政策普及度和人才队伍素质等方面发力,提升农业保险保障水平。
Risk protection is the core function of agricultural insurance,and improving the level of agricultural insurance p rotection is a necessary requirement to enhance the effect of agricultural insurance policy and promote the high-quality development of agricultural insurance.In order to assess the effectiveness of China’s agricultural insurance coverage,the achievements and problems of China’s agricultural insurance coverage in recent years were evaluated based on objective data.The study found that there are some prominent problems in China’s agricultural insurance:the amount of insurance liability sets unscientifically,the premium rate is not set accurately,the underwriting and claims are not standardized,the development speed does not match the industrial transformation,the product innovation is not enough,and the effectiveness of subsidies does not play well.Finally,it was suggested that China’s agricultural insurance should focus on accelerating the risk zoning of agricultural insurance,promoting the expansion of local characteristic agricultural products insurance,improving scientific and technological support for agricultural insurance,accelerating the construction of agricultural insurance Catastrophe Fund,building a diversified and dynamic subsidy mechanism for agricultural insurance,promoting the popularization of agricultural insurance policy and the quality of qualified personnel and so on,so as to enhance the coverage level of agricultural insurance.
