我国高校科技创新效率的时空格局及影响因素——基于网络SBM模型的评价 被引量:5

Spatial-Temporal Pattern and Influencing Factors of Scientific and Technological Innovation Efficiency in Chinese Universities——Evaluation based on Network SBM Model

摘要 科技创新是社会进步发展的内生动力,高校科研活动是科技创新的重要源泉。本研究利用网络SBM模型,将高校科研投入产出分为学术成果与经济效益两阶段,对我国2009-2018年25省市的科研效率进行测算。结果表明:我国高校科研效率地区差异明显,东部效率最高,中部次之,西部效率整体较低;从地区特点看,经济、教育实力强劲的地区科研效率较高;在科研产出方面,学术成果的区域性差距不大,经济效益各地区则有显著差异。继而使用Tobit模型回归分析影响科研效率的相关因素,发现经济、教育水平呈显著正相关;人才质量呈正相关,但不显著;不成熟的产业结构和政策支持呈显著负相关。高校科研需要结合市场需求,联合企业生产,在与市场经济的良性互动中提高科技创新效率。 Scientific and technological innovation is the endogenous driving force of social progress and development, and university scientific research activities are the important source of scientific and technological innovation. Using the network SBM model, the research input-output of universities is divided into academic achievements and economic benefits, and the research efficiency of 25 provinces in China from 2009 to 2018 is measured. The results show that there are obvious regional differences in the research efficiency of universities in China, with the highest efficiency in the eastern part, the second in the central part and the lower efficiency in the western part. From the perspective of regional characteristics, regions with strong economic and educational strength have higher scientific research efficiency. In the aspect of scientific research output, the regional difference of academic achievements is not big, but the regional difference of economic benefits is significant. Then the Tobit model is used to analyze the relevant influencing factors, and finds that the economy and education level has a significant positive correlation with the scientific research efficiency, the quality of talents has a certain positive effect, and the immature industrial structure and policy support has a certain negative effect. The scientific research of colleges and universities should combine the market demand, combine the production of enterprise, and improve the efficiency of scientific and technological innovation in the benign interaction with the market economy.
