摘要
为有效促进民航安全发展,对民航系统的主体性企业即航空公司的安全治理体系和能力现代化建设进行分析。针对航空公司安全治理的薄弱环节,本文以个案分析方法,基于昆明航空公司安全治理体系与治理能力现代化建设,以全面深化改革总目标为向导,通过分析航空公司安全治理的意义和目标,在安全政策与目标、安全风险管理、安全保证和安全促进四大支柱的基础上,构建了航空公司安全治理现代化的理论框架模型,从而以民航安全管理体系为基础,提出航空公司安全“四大治理体系”和“八大治理能力”,助力民航高质量安全发展。
In order to effectively promote the development of civil aviation safety,the subjectivity enterprises of the civil aviation system that airline’s modernization construction of safety management system and capacity is analyzed.In view of the weak links of airline safety governance,this paper takes case analysis method,based on the modernization construction of safety governance system and capacity of Kunming Airlines,and takes the overall goal of comprehensively deepening reform as the guide.Through the analysis of the significance and goal of airline safety governance,the theoretical framework model of the airline safety governance modernization is constructed based on the four pillars of safety policy and objectives,safety risk management,safety assurance and safety promotion.which is based on the civil aviation safety management system,puts forward the airline security four governance systems" and " eight governance capabilities",We will facilitate the high-quality and safe development of civil aviation.
