摘要
随着黑土地资源开发利用的程度不断加深,虽然粮食作物产量获得了提升,但是黑土地出现面积减少和质量下降的现象。基于此,相关人员必须以创新、前瞻、发展、综合的眼光看待黑土地问题,从保护土地和生态补偿的层面出发,了解黑土地利用与生态保护之间的关系,改革与创新黑土地保护工作。借鉴成功的案例和经验,立足于实际情况,科学建立完善且符合当前社会发展的黑土地保护生态补偿机制,以确保为黑土地资源保护效率和生态补偿效能的同步提升提供可靠的保障。
With the deepening development and utilization of black land resources,although the yield of food crops has been improved,the area and quality of black land have decreased.Based on this,relevant personnel must treat the black land issue from an innovative,forward-looking,developing and comprehensive perspective,understand the relationship between the use of black land and ecological protection from the level of protection and ecological compensation,and reform and innovate the work of black land protection.Draw lessons from successful cases and experience,based on the actual situation,establish a scientific and perfect black land protection ecological compensation mechanism in line with the current social development,so as to ensure the synchronous improvement of black land resource protection efficiency and ecological compensation efficiency to provide a reliable guarantee.
