摘要
乡村治理现代化本质上就是实现善治。现代化建设已经现实地统摄并引领乡村治理创新,从而也确立起乡村治理的善治之路及其实践进路。构建自治、法治和德治“三治结合”的治理体系,强化国家及现代化对乡村社会的引领,推进乡村治理现代化等,逐渐成为乡村善治在新时代的实践逻辑,并具体展开为治理有效下的治理体系创新、群众利益维护、乡村经济发展和腐败惩治等。伴随着乡村振兴战略实施及国家治理现代化的推进,乡村善治必将在乡村现代化建设这一大前提下不断创新国家—乡村—农民之间关系、增强治理主体能力、提升善治境界等得到进一步发展,也由此呈现出乡村善治现代化发展趋势。
The essence of rural governance modernization is to achieve good governance.Modernization construction has taken and led the innovation of rural governance realistically,thus establishing the road of good governance of rural governance and its practice.Build autonomy,the rule of law and virtue"three combination"cure system of governance,strengthen the country and the modernization of rural society leading,promoting the modernization of rural governance and so on,gradually became the practice program of rural good governance in the new era,and the specific for governance effective governance system innovation,the public interests of maintenance,rural economic development and promote effectively corruption punishment and so on.With rural revitalization strategy implementation and the modernization of national governance,rural good governance will this major premise in rural modernization construction innovation country-the country-the relationship between farmers,enhance the capacity of the governance body,to further promote good governance realm,etc,which presents the development trend of modern rural good governance.
