基于二元视角的河湖生态环境复苏与生态流量保障路径 被引量:12

摘要 生态流量保障是河湖生态环境复苏的重要任务和基础条件。基于“自然-社会”二元水循环理论,解析了河湖萎缩与生态环境退化的成因,从“盛水的盆”和“盆中的水”两个方面提出了河湖生态环境复苏的内涵,分析了生态流量保障在其中的重要作用。基于2021年实测流量、水位数据,对我国重点河湖已定生态流量目标的达标现状进行了评价,提出了创新生态基流达标评价方法、现行基本生态水量目标偏小、增强敏感生态需水目标制定和调度保障等问题和建议。分别从减小干扰、增强保障能力两个角度,提出了河湖生态流量保障路径与措施建议。 Safeguarding of ecological flow shall be the key task and basic condition for the recovery of rivers and lakes eco-environment. Based on the “nature-society” dual water cycle theory, the causes of rivers and lakes shrinkage and eco-environment degradation are examined. The connotation of eco-environment recovery is proposed from two aspects of the “basin that contains water” and “water in the basin”, with analysis of important role of safeguarding of ecological flow. Based on the measured flow and water level data in 2021, this paper evaluates whether the set ecological flow target of key rivers and lakes are met, with methodology of innovating evaluation method of reaching the standard of ecological base flow. Considering the current issue that the target of basic ecological water volume is too small, it suggests to formulate target of sensitive ecological water demand and safeguard its regulation. Guarantee paths and measures are put forward from the perspectives of reducing interference and enhancing support capacity.
