摘要
民以食为天,食以粮为基。粮食安全关系到一个国家是否能够独立自主,国民经济是否能够得到可持续发展等重大问题、战略问题。笔者梳理了广西粮食产业在发展中积极争取惠农政策和种粮扶持资金、大力扶持粮食龙头企业、实现粮食稳步增长等三方面的成效,分析了广西粮食种植业基础设施薄弱、粮食病虫害危机、支持粮食产业发展的保障力度不足、化肥农药减量化压力大等四个制约广西粮食产业发展的突出问题。为了解决这些问题,笔者提出了多维度完善粮食种植业基础设施建设、科学防治重大粮食病虫害、对粮食产业发展的保障给予大力支持、加强化肥农药管理等四个针对性措施,以助力广西粮食产业的高质量发展。
Food is the priority of the people and food is based on food.Food security is related to major and strategic issues such as whether a country can be independent and whether the national economy can achieve sustainable development.The author combs the achievements of Guangxi grain industry in three aspects:actively striving for preferential agricultural policies and grain planting support funds,vigorously supporting grain leading enterprises and realizing steady grain growth.And the author analyzes four prominent problems restricting the development of Guangxi grain industry,such as weak infrastructure of Guangxi grain planting industry,crisis of grain diseases and pests,insufficient guarantee to support the development of grain industry and high pressure on reduction of chemical fertilizers and pesticides.In order to solve these problems,the author puts forward four methods:multi-dimensional improvement of the infrastructure construction of grain planting industry,scientific prevention and control of major grain diseases and pests,strong support for the development of grain industry,and strengthening the management of chemical fertilizers and pesticides,so as to help the high-quality development of grain industry in Guangxi.
