摘要
当前正处于全面推进乡村振兴的新发展阶段。接续推进脱贫攻坚和乡村振兴有效衔接,首先要筑牢防止返贫防线,巩固好脱贫成果。面向新发展阶段,以苏北5市低收入农户为研究对象,基于统计年鉴、建档立卡户微观数据和实地调研数据,分析苏北低收入农户收支水平和结构,辨识低收入农户特征,构建防治返贫策略,即:依据最低生活标准划定防贫保障线,启动“两线并行”机制;保持经济益贫式增长,惠及更多低收入人群;瞄定目标由收入型贫困调整为支出型贫困,健全防贫预警机制;发掘乡村价值,畅通多元增收路径;扩大非农就业,缩小低收入农户群体收入差距。研究结果将助力苏北巩固和深化脱贫攻坚成果和全面推动乡村振兴,对于鲁南、粤北、浙西等发达省份经济相对薄弱地区的返贫治理亦有借鉴价值。
At present,it is in a new stage of development to comprehensively promote rural revitalization.Continue to promote the effective convergence of poverty alleviation and rural revitalization,we must first build a strong line of defense against returning to poverty and consolidate the results of poverty alleviation.In view of the new stage of development,taking low-income farmers in five cities of northern Jiangsu as the research object,based on statistical yearbook,micro data of filing cardholder and field survey data,this paper analyzes the income and expenditure level and structure of low-income farmers in northern Jiangsu,identifies the characteristics of low-income farmers,and constructs anti-poverty strategies,namely:delineating the anti-po-verty guarantee line according to the minimum standard of living,starting‘the two-line parallel’working mechanism.Maintain economic growth,benefit more low-income groups.The target is adjusted from income poverty to expenditure poverty,focusing on monitoring large expenditures.Excavation of rural value,smooth multiple income path.Expanding non-agricultural employment,narrowing the income gap between low-income farmers.The results of the study will help consolidate and deepen the achievements of poverty alleviation in northern Jiangsu and comprehensively promote rural revitalization.It also has reference value for poverty reduction governance in the economically weak areas of southern Shandong,northern Guangdong and western Zhejiang.
