摘要
当前西藏边境口岸藏医药对外贸易规模较小、层次较低,产业集聚效应未完全释放,存在海关监管不细化、企业及产品缺乏核心竞争力、配套设施建设滞后、专业人才不足、国际技术绿色壁垒等问题。综合分析上述因素,提出深化边境口岸海关放管服改革,完善特种基础设施及多类型、多层次藏医药园区建设、加大沿线各国间医学文化交流、以边境口岸藏医医疗旅游带动边贸发展,发展跨境电商新业态,搭建稳定结算体系与金融支持网络等对策建议,以此致力于提升西藏边境口岸藏医药对外贸易整体水平。
At present, the foreign trade of Tibetan medicine at the border ports of Tibet is small in scale and low in level, and the industrial agglomeration effect has not been fully released. There are many problems to be solved, including coarse customs supervision, lack of core competitiveness of enterprises and products, insufficient auxiliary facilities, shortage of professionals, and green barriers on international trade technology. Based on a comprehensive analysis of the aforementioned factors, the following measures are provided to improve the overall level of foreign trade of Tibetan medicine at Tibet’s border ports: deepening the customs reforms to delegate power, streamline administration and optimize government services at border, improving special infrastructure and setting up multi-type Tibetan medicine industrial parks of different levels, increasing medical and cultural exchanges among countries along the border, accelerating border trade with Tibetan medical tourism at border ports, developing new forms of cross-border e-commerce, and building a stable settlement system and financial support network.
