“钟摆式”就学:进藏职工子女两难选择与政策建议——基于补偿性公平视角

摘要 为了解进藏职工子女这一特殊群体的处境与就学状况,研究选取843名进藏10年以上的进藏职工为样本,对其未成年子女的就学轨迹进行了考察。结果发现:进藏职工子女在基础教育阶段以“学段变化”为节点在高原与平原之间“钟摆式”就学。高原气候适应状况、家庭资源配置变化、西藏教育质量是关键影响因素。无论从平原流向高原,还是从高原返回平原,非此即彼的就学选择背后隐藏着一系列进藏职工调动家庭资源与现实博弈的过程,更是“两难相权取其轻”的无奈之举。无论是基于对处境不利儿童少年教育权的保护,还是基于对进藏职工贡献的弥补,建议均应对其进行教育补偿,政府可通过建立就学诉求与回应制度、完善内地就学政策并增强其执行力度、增加“内地西藏班”学位供给等举措解决进藏职工子女就学问题。 In order to understand the situation and school attendance of the children of the people who come to work in Tibet,the study selected 843 people who came to Tibet and haveworked there for more than 10 years as samples to investigate the education of their children.The results show that at the elementary education stage the children go to school in a"pendulum style",that is,they go to a school in Tibetin one period of time and a school in inland in another period,because of the following influencing factors:the children’s adaptation to the climate of the plateau,the changes in the allocation of theirfamily resources,and the quality of education in Tibet.Either having their children getting an education on the plateau or in the plain,the parents have to make a decision afterhaving taken into account theirfamily resources and the reality or they will be in dilemma.Regardless of whether it is for the protection of the right to receive education of the children and adolescents or the compensation for their parents’contributions to Tibet,they need some educational compensation,specifically,the government to establish an appeal and response system for the children’s education,to improve the education policy of offering the opportunity for the children from Tibet educated in inland and strengthen its implementation,and to increase the number of placesof"the Tibet’s Classes in inland",and so on to solve the problem of the children’s education.
