摘要
我国城镇化水平快速提高、城市建设进程的快速发展对生态环境、自然资源造成了一定的负面影响,环境保护与城市建设的矛盾正逐步加深。随着越来越多的城市逐渐进入以存量规划为主的时期,尽快实现“多规合一”、搭建完善的国土空间规划“一张图”系统的重要性愈发凸显。本文基于我国土地规划方针,结合大数据时代背景特点,系统分析当前国土空间规划背景下推广“一张图”系统的必要性。在此基础上,面向规划工作全周期,构建囊括开发、应用与管理的“一张图”系统化建设方案。
The fast-paced urbanization has caused negative impact on the ecological environment and natural resources in China, and the contradiction between environmental protection and urban development has gradually deepened. As more and more cities gradually enter the period of inventory planning, the importance of multiple plans integration and building one map planning system for spatial planning has become more and more significant. Based on the land planning guidelines and the characteristics of the era of big data, this study systematically analyzes the necessity of building one map planning system for spatial planning. Moreover, this study proposes a systematic framework of one map planning system for the whole urban planning process,including development, application and management.
