低碳农业:发展历程、目标冲突与产业链解决路径 被引量:17

摘要 农业部门碳排放、碳汇的双重属性,赋予了发展低碳农业在“碳达峰、碳中和”中的重要意义,但并非所有低碳模式均能同时实现生态经济协同发展,反而常常面临经济、生态效益目标的冲突。在部分农业平原中,出现了产值与碳排放同增的现象。在推演农业低碳化历程后发现,市场与政策环境的变迁引致现代农业向智慧化产业链方向演进,这一路径能够在实现农业低碳发展的同时,达到生态经济效益新均衡。通过三阶段Super-SBM模型,本文构建以碳汇为期望产出、碳排放为非期望产出的农业低碳生产绩效,发现具备较高产业链复合度、利益联结度与产业链金融发达度的低碳农业模式,有助于低碳生产绩效的提升。政策应关注产业链新动向,为促进低碳农业发展创造有益环境。 The dual attributes of carbon emissions and carbon sinks in the agricultural sector endow the devel⁃opment of low-carbon agriculture with great significance in"carbon peaking and carbon neutrality".However,not all low-carbon models can achieve the coordinated development of ecological economy at the same time,but often face conflicts between economic and ecological benefit goals.In some agricultural plains,the phenomenon of out⁃put value and carbon emission increase simultaneously.After deducing the process of low-carbon agriculture,it is found that changes in the market and policy environment have led to the evolution of modern agriculture towards a smart industrial chain.This path can achieve a new balance of ecological and economic benefits while achieving low-carbon development of agriculture.Through the three-stage Super-SBM model,this paper constructs low-car⁃bon agricultural production performance with carbon sink as the desired output and carbon emission as the unde⁃sired output.It is found that a low-carbon agricultural model with higher industrial chain compounding degree,in⁃terest linkage degree and industrial chain financial development degree is helpful for the improvement of low-car⁃bon production performance.Policies should pay attention to new trends in the industrial chain and create a favor⁃able environment for promoting the development of low-carbon agriculture.
