摘要
文章首先根据国家在国土空间规划中加强历史文化遗产保护利用和管理的相关要求,剖析了我国历史文化遗产保护制度。其次,以文化地理学、城市历史景观、文化遗产空间等与历史文化保护相关的理论为支撑,构建了国土空间规划体系下历史文化遗产保护传承专项工作的总体框架,主要包括:立足于区域遗产观,识别历史文化遗产价值;根据城市历史景观理论构建文化生态保护格局;以文化遗产空间为核心塑造魅力国土空间;以“一张图”为基础实现全生命周期管理。最后,将该框架引入西安历史文化遗产保护工作中加以验证。
Firstly,the paper analyzes historical and cultural heritage protection institution in China with respect to the requirements of territorial space planning in strengthening historical heritage preservation,utilization,and management.Then,backed by the theories of cultural geography,urban historical landscape,and cultural heritage space,the paper establishes a general framework of historical heritage preservation in territorial space planning system:identifying the values of historical heritage from a regional perspective,establishing cultural ecological preservation layout based on urban historical landscape theory,building charming territorial space with cultural heritage space as the core,and realizing full life cycle management with one graph.Finally,the framework is practiced in the historical and cultural heritage preservation of Xi’an city.
