摘要
警务治理是一个在实践中不断变化、发展的概念。“一带一路”倡议的实施重塑了警务治理的环境,拓展了警务治理的内涵。与此同时,使警务治理面临治理理念相对滞后,警务社会化探索不足;治理结构相对松散,治理效能有待提高;制度体系不完善,内部监督制约乏力等现实困境。破解警务治理困境应重构警务治理理念,持续推进警务社会化进程;深化警务治理改革,优化警务治理结构;加强制度建设,完善多元警务治理机制;坚持厉行法治,规范警务内部治理。
Police governance is a concept of constant change and development in practice.The implementation of The Belt and Road Initiatives strategy reshapes the environment of police governance,expands the connotation of police governance and makes police governance face many practical difficulties,namely the backward governance concept and insufficient exploration of police socialization,the loose governance structure and low governance efficiency,the imperfect institution system and weak internal supervision and restriction.To solve the current dilemma in police governance,this paper contends that efforts shall be made to reconstruct the police governance concept and continue to advance police socialization process,deepen the reform of police governance and optimize the structure of police governance,strengthen the institutional construction and improve the pluralistic police governance mechanisms,stick to enforcing the rule of law and standardize the police internal governance.
