摘要
风险社会下,应急管理重心下移成为风险管理实践发展的趋势。社区作为我国城乡公共安全和国家治理体系的最末稍,其预防和应对突发事件的优越性和必要性越发显现。因此,构建韧性社区,提升社区应急能力成为我国应急治理体系建设的应有之义。网络治理作为一种适用公共管理生态环境变迁要求的新型治理模式,具有其独特的内涵与运行逻辑。文章将网络治理与社区韧性相结合,探讨网络治理视域下韧性社区的内涵组成,并在此基础上进一步探讨韧性社区建设的可行路径。
In the risk society,the core downward of emergency management has become the development trend of risk management practice.As the last point of China’s urban and rural public security and national governance system,community has more and more advantages and necessity in preventing and responding to emergencies.Therefore,building resilient communities and improving community emergency response capacity has become the due meaning of the construction of China’s emergency management system.As a new governance model suitable for the change of public management environment,network governance has its unique connotation and operation logic.This paper combines network governance with community resilience,discusses the connotation and composition of resilient community from the perspective of network governance,and puts forward a feasible path for further realizing the construction of resilient community.
