摘要
昌吉州地处天山北麓、准噶尔盆地南缘,是典型的“绿洲经济、灌溉农业”,但地表水生态基流被挤占、地下水严重超采、水资源供需矛盾日益突出。对比进行了分析,结果表明:昌吉州水资源利用正处于总用水量线性增长、农业用水比重居高不下、生活用水量增长迅速、废污水排放形势严峻的困境。为破除水资源瓶颈,保障生态安全,提出了昌吉州应充分考虑水资源和水环境承载力,加快水利基础设施建设、优化水资源配制、深化水价综合改革、健全水权分配制度、发展高效节水农业、压减地下水开采量、改善水资源生态环境、大力发展污水处理和综合利用产业,对水资源进行合理开发、高效利用、有效保护的建议,以保障经济社会的可持续发展。
Changji Prefecture is located at the northern foot of Tianshan Mountain and the southern edge of Junggar Basin,which is a typical oasis economy and irrigated agriculture.The ecological base flow of surface water is occupied;groundwater is seriously overexploited,and the contradiction between supply and demand of water resources is increasingly prominent.The analysis shows that the utilization of water resources in Changji prefecture is in the predicament of linear increase of total water consumption,high proportion of agricultural water consumption,rapid increase of domestic water consumption and severe situation of waste water discharge.In order to break the bottleneck of water resources and ensure ecological security,Changji Prefecture should fully consider carrying capacity of water resources and water environment,accelerate the construction of water conservancy infrastructure,optimize the allocation of water resources,deepen the comprehensive reform of water prices,improve the distribution system of water right,develop efficient water-saving agriculture,reduce the amount of groundwater exploitation,improve the ecological environment of water resources,vigorously develop sewage treatment and comprehensive utilization industries,carry out rational development,efficient utilization and effective protection of water resources,and ensure sustainable economic and social development.
