福州市绿地系统与水环境统筹规划评价指标体系

摘要 传统城市总体规划中城市绿地系统与水环境相关规划多为单一规划方式,仅能针对性地解决某一类问题,从而导致“热岛效应”与“观海”等复合型城市问题。研究根据状态-压力-响应模型,构建福州市城市绿地系统和水环境统筹规划的指标体系,采用熵权法确定福州市绿地系统与水环境统筹规划指标权重,对福州市绿地系统与水环境统筹规划效果进行综合评价。结果表明:福州市绿地系统与水环境统筹规划评价值为0.5412,表明福州市当前统筹规划评级为中等。建议今后福州市在统筹规划注重绿地和水系协同作用的同时,还要完善滨河绿地与河道河岸生态改造,从而达到城市绿地与水环境综合发展。 The previous urban green space system planning and water environment-related planning have long been a single planning mode.The unity planning of city can only solve one type of problems in a targeted manner,which has led to the mixed urban problems as the"heat island effect"and"viewing the sea".Based on the state-pressure-response model,the authors built an evaluation index system for the overall planning of the urban green space system and water environment in Fuzhou,used the entropy method to determine the weight values for the indices of objective and factor layers,and finally evaluated the effectiveness of the green space system and water environment overall planning in Fuzhou.The results showed that the evaluation value for the overall planning of Fuzhou was 0.5412,reflecting that the current overall planning rating is in medium level in Fuzhou city.In the future,it suggests that the overall planning of Fuzhou city should focus on the synergy of green space and water system,and improve the riverside green space and river bank ecological transformation.This could achieve the comprehensive development of urban green space and water environment.
