摘要
目的了解河北省疾病预防控制(以下简称疾控)系统学校卫生工作人力资源配置现状及各级各类学校卫生保健人员配备和相关工作开展情况,为完善学生常见病防控等工作提供依据。方法选取河北省省、市、县三级疾病预防控制中心(以下简称疾控中心)从事学校卫生工作的相关科室和辖区各级学校作为调查对象,采取问卷调查方法,收集学校卫生人力资源的相关信息、工作情况及学校卫生保健人员配置现况资料。利用中国疾控流行病学动态数据采集平台进行数据上报。结果河北省省、市、县三级疾控中心设置独立学校卫生所(科)的比例仅为10.8%;全省学校卫生工作专职人员的比例仅为24.5%;年龄构成以40岁以上为主,占54.4%;从事学校卫生工作5年以下者占55.5%;职称以中级、初级为主,占69.7%;学历以专科及以下为主,占74.7%;非医学相关专业占43.1%。各级学校配置专职校医、保健医的比例较低。结论全省各级疾控中心中设置独立学校卫生科室的比例较低,人员整体配备不足,素质有待提高。应加强学校卫生体系建设,完善学校校医、保健医的配置,规范学校卫生工作任务。
Objective To know the status of school health human resources allocation in Hebei disease control and prevention system,and the health care personnel at all levels and related work,to provide a basis for improving the prevention and control of common diseases among students.Methods School health-related departments and schools at all levels in provincial,municipal and county center for disease control and prevention(CDC)institutions of Hebei Province were selected as the survey objects,to collect information related to school health human resources,work conditions and the current status of school health care personnel allocation.The Chinese CDC and epidemiological dynamic data collection platform was used for data reporting.Results The proportion of provincial,municipal and county centers independently setting school health centers(departments)was only 10.8%.The proportion of full-time school health work staff in the province was only 24.5%.The age composition was mainly over 40 years old,with the proportion of 54.4%.The school health working life of less than 5 years accounted for 55.5%.Professional title to the middle and primary accounted for 69.7%.Academic qualifications in the junior college and below mainly accounted for74.7%.Non-medical-related majors accounted for 43.1%.The proportion of schools at all levels was relatively low for full-time school doctors and health care doctors.Conclusion The proportion of independent school health departments set up in the province is relatively low,and the overall personnel allocation is insufficient.It is suggested to strengthen school health system construction,perfect the allocation of school doctors and dental prosthetists,and standardize school health working task.
