摘要
西部大开发是中国改革开放之后规模最大、影响最广的区域性发展战略。评价西部大开发的实施效果,为新时代推进西部大开发形成新格局、迈向共同富裕新征程提供重要的参考意义。基于1998—2004年155个城市的面板数据,使用双重差分法研究西部大开发对在岗职工平均工资的影响。政策实施当年,西部地区在岗职工的实际工资平均提高了约280元,西部大开发对地区在岗职工平均工资的促进作用表现出一定的地区异质性,有鉴于此,共同富裕新征程中西部大开发政策的重点在于:精准识别区域发展需求,加快制定区域性发展政策,强化教育投资和软环境建设,不断积累人力资本;完善转移支付制度,减少财政资金对市场配置资源的不良影响。
Large-scale development of the western region is the largest and most influential regional development strategy after reform and opening up in China.Evaluating the implementation effect of the policy is of great reference significance for ushering in a new phase of large-scale development in the western region and a new journey of common prosperity in the new era.In this study,based on the panel data of 155 cities from 1998 to 2004,the author applies difference-in-differences(DID)method to evaluate the effects of large-scale development in the western region on average wage of western staff and workers employed.The results show that the actual wages of employees in the western region increased by about 280 yuan on average in the year when the policy was implemented,the promotion of large-scale development in the western region to the average wages of employees shows certain regional heterogeneity.Thus,the key points of the western development policy in the context of the pursuit of common prosperity are as follow.Firstly,accurately identify regional development needs and speed up the formulation of regional development policies.Secondly,strengthen the efforts to education and soft environment construction to increasingly accumulate human capital.Thirdly,improve the fiscal transfer payment system and reduce the adverse impact of fiscal funds on the resources allocation by the market.
