摘要 构建一体化融合发展的轨道交通是建设现代化都市圈的重要抓手。基于中国都市圈轨道交通发展现状分析和国外都市圈轨道交通经验借鉴,从交通需求和服务水平视角对都市圈快速轨道交通(以下简称“都市圈快轨”)规划的主要问题进行研究。将都市圈轨道交通划分为三大类5个层次,明确功能定位和规划标准。以提升时间、服务和效益竞争力为目标,提出都市圈快轨规划的技术要点。分析跨线过轨运行、快慢车组织的影响因素,提出都市圈快轨运输组织建议。基于各层次轨道交通功能定位和运输组织方式,提出多层次轨道交通网络融合重点、都市圈快轨与其他网络层次融合建议。最后,针对都市圈轨道交通涉及多主体特征,提出构建共商共建共享的可持续发展模式。 Building an integrated rail transit system is critical in developing a modern metropolitan area.Based on analysis of current development of rail transit in metropolitan areas in China and rail transit development practices from metropolitan areas abroad, this paper focuses on major issues of rapid rail transit in metropolitan areas from the perspectives of travel demand and level of service. In this paper, rail transit in a metropolitan area is classified into five levels across three categories with clarified functionalities and planning standard. Key technical insights for urban rapid rail transit planning are proposed to improve competitiveness in time, service, and benefits. With the analysis of influence factors associated with crossover operation and organization of rapid and local trains, the paper provides suggestions for organizing urban rapid rail transit. Based on assessing the functionalities and operation modes of rail transit at different service levels, the paper suggests integration of multi-level rail transit networks and the integration of rapid rail transit with other levels of networks in metropolitan areas. Finally, given that rail transit in metropolitan areas involves multiple stakeholders, the paper proposes building a sustainable model featuring co-negotiation, co-building, and sharing.
