摘要
文章分析了2019年江苏省卫生资源配置现状和2015—2019年卫生资源要素配置效率变化趋势,为江苏省卫生资源配置水平、卫生服务规划落地现状与改革发展方向提供数据支撑与理论参鉴。对投入产出指标的变动趋势进行描述性分析,利用DEA-BCC模型和Malmquist指数模型测算2019年江苏省及所辖各市卫生资源配置效率和2015—2019年期间效率的动态变化趋势。测算结果:2019年有7市综合效率值为1,呈现DEA有效,DEA无效的6市需优化资源配置;2015—2019年江苏省整体卫生资源配置综合效率值为0.968,综合效率下降了2.5%,全要素生产效率为0.995,波动下降了0.5%。江苏省卫生资源投入产出整体水平较高,但仍存在卫生资源配置模式落后、过分依赖市场配置和技术创新动力不足等问题,需转变发展理念,强化政策引导,坚持双轮驱动。
Objective the present situation of health resource allocation in Jiangsu Province and the changing trend of health resource allocation efficiency from 2015 to 2019 are analyzed in order to provide data support and theoretical reference for the allocation level of health resources,the implementation status of health service planning and the direction of reform and development in Jiangsu Province.Methods descriptive analysis is made on the changing trend of input-output indicators,and DEA-BCC model and Malmquist index model are used to calculate the health resource allocation efficiency in Jiangsu Province and its municipalities in 2019,and the dynamic changing trend of efficiency from 2015 to 2019.Results in 2019,the comprehensive efficiency value of 7 cities was 1,showing that DEA is effective,and 6 cities with invalid DEA need to optimize resource allocation.From 2015 to 2019,the comprehensive efficiency value of the overall health resource allocation in Jiangsu Province was 0.968,which decreased by 2.5%.The total factor production efficiency was 0.995,which decreased with fluctuation by 0.5%.Conclusion the overall input-output level of health resources in Jiangsu province is high,but there still exist such problems as the backward allocation mode of health resources,over-reliance on market allocation,insufficient impetus of technological innovation and so on.It is necessary to change the concept of development,strengthen policy guidance and adhere to two-wheel drive.
