摘要
安全是铁路货运场站作业的前提,也是铁路运输发展常抓不懈的重要工作和可持续发展的重要基础。在阐述铁路货运场站安全防护现状的基础上,针对目前存在的外勤作业安全防护凭员工自觉执行、视频集中监控的方式存在一定局限、既有设备不满足现场员工操作需要等问题,借鉴双重预防机制,提出结构化分析场站作业场景风险隐患、按风险等级渐次推进智能技防建设、系统驱动安全防护由被动转向主动、外勤技术装备设计满足多主体要求等铁路货运场站安全防护智能化建设建议。
Safety is the premise of operation at railway freight yards, an important task that requires unremitting efforts in the development of railway transportation, and a crucial foundation of its sustainable development. This paper expounded on the current situation of safety protection at railway freight yards and analyzed the existing problems, including the conscious safety protection in field operation by employees, limitations of centralized video monitoring, and the deficiency of existing equipment in meeting the operation requirements of on-site employees. Therefore, on the basis of the double prevention mechanism, this paper put forward suggestions on the intelligent construction of safety protection at railway freight yards, such as structurally analyzing the potential risks in yard operation, gradually promoting the intelligent construction of technical prevention according to risk levels, transforming system-driven safety protection from passive to active, and ensuring the design of technical equipment in field operation meet the requirements of multi-agents.
