摘要
信息化的快速发展使得情报工作在科研生产体系中被逐步边缘化,然而科技情报工作的分析挖掘和方案服务能够为科研工作提供更有价值的资源。为了提升科技情报工作的针对性和实用性,以军工科研院所为例,开展了面向基础与前沿研究的科技情报工作模式探究。从科研人员对情报的针对性需求和广泛式阅读视角出发,通过科研人员和情报人员之高度融合,结合面向基于基础与前沿技术研究和科技情报工作相融合的理念,构建了以基础与前沿研究为导向、以主动式和被动式为主线的科技情报工作模式。针对科技情报工作功能的实现方式,从科研人员的深度参与和有效激励等方面进行了讨论。分析认为,“情报人员+科研人员”高度融合,能够同步促进科技情报工作、基础与前沿研究事业的发展。
The rapid development of informatization makes intelligence work gradually marginalized in the scientific research and production system.However,the analysis of scientific and technological intelligence work and program services can provide more valuable resources for scientific research work.In order to improve the pertinence and practicability of scientific and technological intelligence work,taking military research institutes as an example,the research on the scientific and technological intelligence work mode oriented to basic and frontier research is carried out.From the perspective of researchers’targeted demand for information and extensive reading,through the high integration of researchers and intelligence personnel,combined with the concept of integration based on basic and cutting-edge technology research and scientific and technological information work,this paper constructs a scientific and technological information work mode guided by basic and cutting-edge research and with active and passive as the main line.Research-oriented science and technology information work mode with active science and technology information service and passive science and technology information service as the main line.Aiming at the realization method of scientific and technological information work function,the deep participation and effective incentive of scientific researchers were discussed.The paper believes that the high integration of“intelligence personnel+scientific research personnel”can simultaneously promote the better development of scientific and technological intelligence work,basic and cutting-edge research undertakings.
