摘要
项目进村过程中普遍存在着乡镇政府与村庄社区不协同现象,主要表现为乡镇政府的单向运作和村庄社区的被动接受。山东省L乡生物质取暖项目的案例事实表明,项目进村实施主体单一,乡镇政府的项目决策过度“唯上”而忽视村庄实际需求,重视检查而忽视反馈和再修正。项目进村单方运作浪费资源、弱化乡村自治能力并引致乡村关系紧张。村庄社区对项目的被动接应表现为项目落地前“插不上话”和项目实施后“反馈无果”,这既与压力型的基层治理体制相关,又与基层政府行为、村庄自主性、乡政与村治的关系以及市场技术等相关。在项目进村实施中,变革压力型体制、培育提升村庄社区自主性、搭建乡镇政府与村庄社区合作平台、构建双向互动机制、破解项目进村技术难题是确保项目真正“进村入户”的关键。
In the process of entering the village,there is a general lack of synergy between the township government and the village community,mainly manifested in the one-way operation of the township government and the passive acceptance of the village community.The case of the biomass heating project into L township of S Province shows 1)the implementation subject of the project in the village is single;2)the township government's project decision is“on top”rather than“on-demand”;3)it pays attention to inspection and ignores feedback and re-correction.The unilateral operation of the project into the village wastes resources,weakens the ability of rural autonomy and leads to tension in rural relations.The village community's passive response to the project is manifested in“no words”before the implementation and“no results of feedback”after the implementation.The reason is not only related to the pressure-based grass-roots governance system,but also related to the unstandardized grass-roots government behavior,the lack of village autonomy,rural disconnection and technical problems.During the implementation of the project in the village,the key to ensuring the real“village to household”of the project is to change the pressure system,cultivate and improve the autonomy of the village community,build a cooperation platform between the township government and the village community,build a two-way interactive mechanism and solve the technical problems of the project in the village.
