摘要
基于财政分权视角,利用2003~2017年中国省际面板数据,实证分析环境规制对经济高质量增长的影响。研究发现,环境规制与经济增长质量之间呈显著的倒“N”型曲线关系,环境规制存在一个“倒逼”经济高质量增长的最优强度区间,而财政分权是影响二者关系的重要因素。为了进一步检验财政分权对环境规制经济高质量增长效应的动态影响,以财政分权为门槛变量,借助面板门槛模型检验发现:财政分权对经济高质量增长存在双重门槛效应,在财政分权强度处于较低水平时,环境规制对经济高质量增长有显著促进作用,而当财政分权强度较高时,由于地方政府竞争等原因而不利于环境规制提升经济增长质量。结合实证结果,财政政策与环境政策应发挥各自优势、弥补对方劣势,以多元化的政策组合推动中国经济向高质量发展转变。
Based on the perspective of fiscal decentralization in China,this paper empirically analyzes the impact of environmental regulation on high-quality economic growth based on the inter-provincial panel data of China from 2003 to 2017.The empirical results show that there is a significant inverted“N”curve relationship between environmental regulation and high-quality economic growth,and an optimal intensity range of environmental regulation that drives high-quality economic growth.In order to verify the dynamic impact of fiscal decentralization on high-quality economic grouth driven by environmental regulation policy,based on fiscal decentralization threshold variable,and a panel threshold model inspection,we find that fiscal decentralization has a double threshold effect on the high quality economic growth.If the intensity of fiscal decentralization is in a low level,environmental regulation plays a significant role in promoting high quality economic growth.If the intensity of fiscal decentralization is high,environmental regulation is not conducive to improving the quality of economic growth due to local government competition.This paper concludes that fiscal policy and environmental policy should mutually strengthen and be complementary to each other,and multidimensional policies should be integrated to promote China’s economic transformation and upgrading.
