摘要
加快建设全国统一大市场是构建新发展格局、建设高标准市场体系的基础支撑和内在要求,是提高我国国际竞争力与话语权的重要依托,也是扩大内需、建设强大内需体系的重要举措。阻碍全国统一大市场的主要障碍不外两类,一类是市场本身的障碍,主要是垄断与不公平竞争问题,另一类是政府对市场的不当干预,主要是地方保护主义和市场分割问题。在建设过程中,要充分发挥法治的引领、规范、保障作用,重点围绕“统一性”做文章,坚决拆除市场自身发展不规范和政府过度干预这两道“围墙”。
Accelerating the construction of a unified national market is the foundation and inherent requirement of fostering a new development pattern and building a high-standard market system.It is also an important basis for increasing China’s international competitiveness and voice on the world stage,and an important measure for expanding domestic demand and building a strong domestic demand system.The main obstacles to a unified national market are of two types:one comes from the market itself,mainly monopoly and unfair competition,and the other from the improper government intervention in the market,mainly local protectionism and market segmentation.In the construction of a unified national market,we should exert the leading,regulating,and guaranteeing role of the rule of law,and resolutely remove the two“walls”,namely,the irregularities in the market development and excessive government intervention.
