基于改进云模型的交通运输标准国际化水平评估 被引量:2

摘要 为解决我国交通运输标准国际化水平衡量方法缺失的问题,从交流合作、技术基础和支撑保障3个层面分析了交通运输标准国际化水平的影响因素,建立了评估指标体系并提出因素层指标评价标准;基于层次分析法(Analytic Hierarchy Process,AHP)改进云模型提出了标准国际化水平评估方法,并通过实例研究进行了验证。研究结果表明:行业发展方向、标准体系一致性和战略规划支撑是影响交通运输标准国际化水平的主要因素。通过改进云模型计算得到疏浚领域标准国际化水平为V4(较高),与行业相关政策规划要求和专家评价结果一致。所构建的标准国际化水平评估模型能够较为全面、客观地反映行业发展的实际情况。 To solve the problem of the lack of measurement methods for the internationalization level of China′s transportation standardization,the influencing factors of the internationalization level of transportation standardization were analyzed from three aspects:communication and cooperation,technical foundation,support and guarantee.The evaluation index system was established,and the evaluation standard of factor level index was put forward.An internationalization level evaluation method of standardization based on AHP(Analytic Hierarchy Process)improved cloud model was proposed and verified by case study.The research results show that industry development direction,standard system consistency and strategic support are the main factors affecting the level of internationalization of transportation standardization.The level of standardization internationalization in the field of dredging is calculated as V4(relatively high)through the improved cloud model,which is consistent with the relevant policies and planning requirements of the industry and the evaluation results of experts in this field.The evaluation model proposed in this paper can objectively and comprehensively reflect the actual situation of industry development.
