摘要
生态产品具有经济价值是学术界的统一认识,近年来中国在林木价值、生态系统服务价值、绿色农产品价值以及生态优势转化为产业优势等方面进行了生态产品价值实现的积极探索。但目前缺乏清晰的生态产品产权和生态产品价值核算体系,缺乏合理的生态产品损害赔偿和保护补偿机制等多方面问题,制约着生态产品价值实现机制的完善。应通过完善自然资源生态产品产权制度、财政投入及生态补偿机制、市场体系和价格机制,建立生产产品核算机制与金融支持机制等措施,不断推动新时代中国生态产品价值实现机制的完善和发展。
The fact that ecological products have economic value is a unified understanding of the academic circle.In recent years,China has actively explored the value realization of ecological product in terms of forest value,ecosystem service value,green agricultural product value,and the transformation of ecological advantages into industrial advantages.However,at present,the lack of clear property rights and value accounting system of ecological products,and the lack of reasonable damage compensation and protection compensation mechanism of ecological products restrict the improvement of the value realization mechanism of ecological products.We should constantly promote the improvement and development of the value realization mechanism of China’s ecological products in the new era by improving the property right system of natural resources ecological products,financial investment and ecological compensation mechanism,market system and price mechanism,and establishing the production products accounting mechanism and financial support mechanism to continuously promote the improvement and development of China’s ecological product value realization mechanism in the new era.
