摘要
乡村振兴战略的有序推进离不开乡村精英的参与,中国乡村社会正面临着精英不断流失的严峻形势,出现乡村治理主体去精英化现象。为了应对乡村治理主体去精英化带来的治理难题,部分地方政府采取村干部职业化的改革举措增强村干部职位对乡村精英的吸引力,保证了村干部队伍的精英面向。村干部职业化提升了村干部队伍的整体学历水平和年轻化程度,增强了乡镇对村干部的动员能力,以及提高了乡村治理的规范化水平,但也带来了乡村治理中群众工作面向缺失和干群关系悬浮化的不良后果,不利于乡村振兴的推进。因此,有必要充分吸纳乡村中的“五老”群体,使之成为职业化村干部队伍的有效补充力量,突破村干部职业化可能存在的治理限度。
The orderly advancement of rural vitalization strategy is inseparable from the participation of rural elites. China’s rural society is facing the severe situations of continuous loss of elites and de-elitist of rural governance subjects. In order to deal with the governance problems caused by the de-elitism of rural governance subjects, some local governments have taken the reform measures of village officials’ professionalization to increase the attraction of village officials to rural elites, which ensures the elite orientation of village officials. Although the professionalization of village officials improves the overall educational level of village officials and reduces their average age, enhances the mobilization ability of towns and townships with regard to village officials, and improves the standardization level of rural governance, but it also brings the negative consequences of the lack of a mass work orientation and the floating relationship between officials and the people in rural governance, which is not conducive to the implementation of the rural vitalization strategy. Therefore, it is necessary to fully absorb the five elderly groups in rural areas, and make them an effective supplement to the professional team of village officials, which will break through the possible governance limits of village officials’ professionalization.
