摘要
[目的/意义]随着网络技术和信息技术的快速发展,开源信息逐渐成为科技情报研究和服务的主要信息来源,科技情报服务的手段和产出日益多元化,同时也会蕴含新的服务风险问题。[方法/过程]针对基于开源信息的科技情报服务所面临的风险问题以及已有研究存在的问题,从科学研究和国家科技发展战略两个不同的科技情报服务层面,对相关服务的风险问题进行解析,揭示主要科技情报风险问题的产生原因和影响。[结果/结论]提出面向科学研究和国家科技发展战略的科技情报服务风险管理措施和建议,并基于技术尽职调查的理念提出风险防范的技术体系框架。
[Purpose/significance]With the rapid development of network technology and information technology,open source information has become the main information source of scientific and technological intelligence research and service.The means and output of scientific and technological intelligence service are becoming more and more diversified.At the same time,it will also con-tain new risk problems.[Method/process]Aiming at the risk faced by scientific and technological intelligence service and the problems with existing research based on open source information,this paper focuses on the analysis of relevant service risk from the perspectives of scientific research and national development strategy,and reveals causes and effects of risk.[Result/conclusion]This paper puts forward the prevention and control measures for two types of service risk.And technical system architecture of service risk about scientific and technological intelligence is put forward based on the idea of technical due diligence.
